Is this normal? (Please read description) UK specific

Got this letter today about my hysto referal which states that they need approval from my gender clinic to do the operation "to consider ongoing management " what do they mean? To be clear I've been refered for hysto on the basis of PCOS and unmanageable periods not for gender affirming care though it also would be for me. For more context I've been on T for over five years on a bridging prescription overseen by two nhs endocrinologists, had my first gender clinic appointment last year, not had the "medical assessment " with them yet just the my gender journey BS. Feeling annoyed bc what do they mean my GIC needs to give permission? Surely a cis woman with my problem wouldnt be facing this gatekeeping? Looking for advice on basically the quickest route to getting what i want and if what they're asking is standard or not

It disgusts me how Myalgic Encephalomyelitis patients have been treated. It's highly likely I'll be adding some new acronyms to my roster very soon. I'm tired of being diagnosed with things that medicine has underfunded and doesn't care about. Disability is natural and also, some days i just want different problems. Both can be true.
