Conditional offer worries

Hi, i have to accept a conditional offer by tomorrow, and I’m still undecided if i should leave my current role with state government

Could I accept the conditional offer and withdraw after i am provided a start date? Do they contact my current supervisor before i actually resign?

Does anyone have any feedback working for a non-competitive role? My role with the state is also non-competitive and its fine, i like it, and i like my supervisors

It seems they are aggressively hiring, I want to be an ALJ, and I like the HELPS program so I can transfer. Worth applying? Whats the culture like in the NYC office? Good job security?

Me and my wife ride together. Often we see docks with one blue bike and many ebikes. I unlock the blue bike first, she unlocks the Ebike, her settings are for limited, not full assist. Without fail Lyft will charge her for full assist unless she waits like 10 mins and me to get away from the dock.

She’s contacted support a bunch, always gets refunded, but is there any way to fix this? Its so annoying and borderline feels like a scam
