If you are familiar with the theory, Takashi Iizuka famously de confirmed the claim since 2016. However, the theory is still popular, so here's how a retcon could be possible (much like the Bowser-Koopalings connection and the Darth Maul one):
Silver was actually born in the present to Shadow and his mother (Debated but the main contenders are Amy Rose, Rouge, and Lanolin), but after Shadow discovers his psychokinesis, it scares him as it makes him fear that GUN would target him like they did to Maria, so he convinces the mother of Silver to send him away 200 years into the future (Much like Trunks was sent 200 years into the past aka the present in Dragon Ball Z or Superman was sent from his home planet to Earth), as he believes that the future would be a paradise due to the Sonic Heroes saving the world, but it ends up being a hellhole ruined by Iblis.
