Is this lantern supposed to move at the rod?

Is this supposed to be able to move at the rod? It seems like a ball joint that would be made to do this, but I wanted to be sure before installing it. The manufacture is not super helpful and mentioned they can issue a refund because it could* be defective. But my hunch is I'll receive another lantern that does the same exact thing. It seems like it sits on some type of ball joint. Perhaps made to be moved so you can easily change a bulb?

Any thoughts?
