Can you get driving other cars cover without owning a car?
I want to have driving other cars so that I can drive a car when needed for friends and family. Named driver will be too much hassle and I don't want to purchase a car just to get the driving other cars cover. Open driving typically requires you to have insurance on your own car too. I know that you must have an insurable interest to get insured but surely the legal requirement to have car insurance is considered an insurable interest no?

When should you create a driver?
I never really understood the distinction between drivers and software that just runs in the background. I know for example that my mouse has both a driver and a auto start software for additional mouse functions like hotkeys.
How do developers decide what functions to run through a driver and what to run through the higher level software? How does a developer know when they must use a driver? Is there a list of functions/ low level features that only signed drivers can access?
I'm an embedded student so I really should know the difference but no one has really been able to answer me as anyone I know hasn't worked on driver development.
