I live in Northridge CA I noticed 7/10 v4 super chargers in my area but they don’t appear on the app or work in person. What’s the purpose of them? They been up for months located in a shopping center

Having this problem with fsd on my 2026 model y running on version 14.2.2.5 it happens every 2-5 minutes not sure if it’s just me or if it’s some glitch? Keeps asking me to put slight turning force on steering wheel. It started a few weeks ago didn’t do it before at all
