Administration & Medical
Dutch – Prison Warden. Calm, experienced, level headed. Has a reputation for protecting his staff from political pressure while expecting absolute professionalism in return.

Chang – Chief Psychiatrist / Medical Director. Brilliant and smart, politically connected, knows when somebody is far too gone. Emotionally detached from his decisions. 

Rock – Psychiatric Assistant. Works under Chang. Compassionate, Slightly Naive, believes inmates deserve to be treated as people and can change. 

Benny – CCTV Operator. Honest, laid-back, enjoys working with surveillance and electronics. 

Feng – Assistant Nurse / Secretary. Handles records and psychiatric referrals. Wants a better paying career/hates her job. 

Sawyer – Janitor / Crematory Operator. Quiet, appears from nowhere, doesn’t speak much not even with her machine, keeps the prison clean.

Yolanda – Prison Chaplain/Church Minister in town (her late husband was the preached) Friendly and respected, secretly smuggles contraband through her church.

Ronald “Ronnie the Jaws” – Special Investigative Supervisor (Internal Affairs). Cocky, arrogant, clashes with Ballaika constantly but has a hate/friend relationship with her. Also may possibly be gay (looking at you Tomasso)

Correctional Staff
Sofia “Balalaika” – Prison Captain. Strict, disciplined, burned in  a prison riot 10 years prior,  believes inmates should earn their “privileges”

Boris – Prison Sergeant. Stern, dependable, injured in the same right Sofia was. Sofia’s  closest friend. Has  a soft spot for children. More sympathetic than Sofia. 

Revy – Senior Correctional Officer. Cynical, aggressive, known as “Lee-stick” for her frequent use of the baton. Secretly likes Rock.

Eda – Correctional Officer. Sarcastic, playful, enjoys teasing coworkers and spreading rumors. 

Rico – Prison Transport Officer. Drives inmates back and forth in  buses and transport vans. Friendly, loves classic rock.

Liliane (Le Majeur) – Rookie Correctional Officer. Observant but inexperienced. Loses her left eye on the  first day,  continues working regardless.

Additional Correctional Officers – Veteran officers serving under Captain Balalaika.

Major Dimitrious Callahan (OC) – Maryland State Police Major. An old-school officer and longtime family friend of Sofia and her family, him and his troopers assists with prison transports occasionally. 

Lieutenant Isaac Witherspoon (OC) – Maryland State Police Lieutenant. Serious, professional, largely indifferent to prison politics.

Sergeant Julien Witherspoon (OC) – Maryland State Police Sergeant. Easygoing, enjoys nature, good friends with Rock.

United States Marshals Service
Caxton – Supervisory U.S. Marshal. Stern, experienced, oversees high-risk prisoner transports and fugitive operations when not transporting prisoners.

Deputy U.S. Marshals – (his men from the cannon anime) follow him wherever they are assigned to prisoner transport, courtroom security, and or  fugitive apprehension.

Lovelace Family

Senator Diego Lovelace – United States Senator from Annapolis Maryland.

Garcia Lovelace – Senator Lovelace’s son. Curious, polite, fascinated by the prison from afar.

Roberta – Personal Bodyguard to the Lovelace family. Calm and respectful until provoked.

Fabiola – Garcia’s Tutor. Cheerful, caring, suffers from silvophobia (fear of the unknown/fear of forests)

Shenhua – Owner and head cook of “ThaiSlice”. Blunt, outspoken, dislikes law enforcement despite much of her business being prison guards and state troopers.

Crude, volatile, openly sadistic. Frequently attempts to intimidate staff through graphic threats and disturbing and often sexual remarks, particularly toward women. He enjoys provoking emotional reactions and pushing boundaries.

During one psychiatric interview, Chaka attempted to bite Rock’s ear after pretending to become cooperative. Rock, assisted by nearby Revy officers, who beat subdued him before he was transferred to administrative segregation.

Alberto views himself as a patriot rather than a criminal, believing his actions were necessary to protect what he considers the Western world from corruption and moral decline. He rejects the label of “terrorist,” instead describing himself as a political actor engaged in a just cause.

Prior to  arrest, Alberto is believed to have trained at the same martial arts school as Roberta. The two were acquainted, leading investigators to briefly consider Roberta a person of interest before she was ultimately cleared.

Openly racist, antisemitic, and deeply committed to a white supremacist ideology. Fritz believes only people of what he considers “pure” Germanic ancestry deserve political and social power, and he openly advocates for the removal or extermination of other ethnic and racial groups.

He constantly provokes staff and inmates alike, using racial slurs and inflammatory language in an attempt to start confrontations. His hatred is directed at virtually anyone outside his narrow worldview, including Rock, Chang, Dutch, and many correctional officers.

Despite his arrogance, Fritz has repeatedly been disciplined after provoking altercations with both inmates and staff.

Personality:

Twin children estimated to be between ten and thirteen years old. Both display profound psychological disturbances and appear incapable of distinguishing right from wrong. They sincerely believe that every life they take extends their own.

The twins claim to communicate telepathically and often finish one another’s sentences without any obvious cue. They occasionally lapse into Romanian and, on rare occasions, Enochian  without explanation.

Although appearing innocent and childlike, their behavior can shift abruptly and turn deeply unsettling. They are noted as among the most unpredictable patients in the psychiatric unit.

Staff have also documented numerous incidents that have never been satisfactorily explained. 

Simultaneously awakening from sleep despite being housed in separate sections of the wing.

Laughing or crying at precisely the same moment while under constant observation.

Referring to staff members by nicknames or personal details they were never told.

Looking toward an empty corner of a room as though someone were standing there.

Occasionally addressing one another in the present tense despite being unable to see or hear each other.

Being observed staring silently into security cameras for extended periods without any apparent purpose.

Referring to one another as “my other half” rather than by name.

Claude Weaver

Personality:

A heavyset, jovial man with kind manners. Claude rarely raises his voice, avoids profanity, and addresses both staff and inmates with warmth and respect. He neither drinks nor smokes and  frequents the chapel service, often seen reading scripture or quietly praying.

Despite his outwardly kind demeanor, Claude is documented as an extremely sadistic individual. He openly reminisces about murdering his wife by setting her and  their home ablaze with a flamethrower, describing the event with unsettling nostalgia. He has repeatedly stated that the smell of burning flesh is “beautiful” and frequently attempts to recount the incident to anyone willing—or unwilling—to listen.

He often concludes his story with the remark:

“It felt as if Christ Himself had guided my hands.”

Psychiatric evaluations have consistently found no evidence that Claude genuinely believes God commanded the murder. Instead, clinicians believe he invokes religion to justify and romanticize his actions while displaying an almost complete absence of empathy for his victim.

Personality:
A witty, confident, intelligent, and highly charismatic young man. Edgardo is a former member of the Mexican Armed Forces who later rose to become the leader of a powerful drug cartel. Known by the alias “Gris El Tigre,” he commands extraordinary loyalty from his subordinates, many of whom served alongside him in the military before joining his organization.

Edgardo is known for personally participating in raids, ambushes, and assaults against rival organizations, earning a reputation as an effective commander and a capable soldier. He has been noted to maintain significant influence with corrupt politicians, law enforcement officials, and military personnel. 

Federal investigators believe Edgardo oversaw an extensive criminal enterprise responsible for criminal activity such as narcotics trafficking, kidnappings, extortion, torture, and numerous homicides.

He is also the prime suspect in a series of murders known to investigators as “The El Paso Guillotine Murders” The case involves the deaths of seven victims—four young women and three young men—all decapitated—with their severed heads and  mutilated bodies being discovered along the U.S.–Mexico border.

Although investigators forensic evidence and several alleged trophies were recovered at the time of his arrest,  linking Edgardo to the crimes, Edgardo actively  denies any involvement. maintaining that the evidence found  was fabricated by rivals and corrupt officials seeking to destroy his organization.

He is currently awaiting trial while undergoing forensic psychiatric evaluations to determine his competency and to assess whether any diagnosable mental disorders may be  relevant to the proceedings.

Yukio Washimine

Personality:

A quiet, polite, and withdrawn young woman who spends most of her time reading or staring out the window. She rarely speaks unless addressed directly and is consistently respectful toward both staff and other inmates.

Unlike many patients Yukio displays genuine remorse for her past actions. She experiences persistent depression, survivor’s guilt, and profound feelings of worthlessness. During interviews she frequently minimizes her own needs and expresses the belief that she “shouldn’t have survived.” Along with several concerning comments of ending her own life.

She is regarded by staff as one of the easiest patients to manage, though she requires regular observation due to recurring depressive episodes and concerns for self-harm.

HISTORY:

1928 – A small no name  community hospital constructed outside the town of Timber to treat injuries suffered by lumber workers, miners, and local residents.
1946 – Following World War II, the hospital undergoes extensive renovations and is reopened as Edger Hall Mental Asylum, a Maryland state institution for the criminally insane.

1974 – The property is purchased by the Federal Bureau of Prisons. The aging asylum is selected for conversion into a modern federal psychiatric correctional institution.

The Bureau appoints its first warden to oversee the transformation. A deeply religious man influenced by Hindu philosophy, he rejects retaining the name Edger Hall. Instead, he chooses the name Roanapour, believing it translates as “The Weeping City.”

1977 – Major expansion is completed. New housing units, psychiatric wards, administrative offices, and security facilities are added, increasing capacity to more than one thousand inmates. The institution officially opens as Roanapur Federal Medical Center, though staff almost simply  refer to it simply as Roanapur.

The psychiatric unit is the only original  building left standing since 1928. 

1. Is it possible to have the DLC cars stop spawning or alter them to my liking?

3. Why can’t I alter or change my ped/model in the police locker, it only shows LSPD and regular default and EUP menu and EUP don’t work despite installing it correctly (I also click the buttons they say click but nothing happens)
