In Samurai, how was Serrator the Nighlok king, despite being weaker in strength than Master Xandred?

I know this has only been brought up twice (both in "The Tengen Gate" and in Dayu's flashback in "Broken Dreams"), but it just makes me wonder how he received such a title.
