Update, Rusty bolts on beetle exhaust.
So I cut off one of the bolt heads and this is what I saw. Should I continue cutting the other ones or choose a different method?.

I’ve used a boatload of pb blaster and an impact and they haven’t even budged, there are nuts on the other side of the flange.
I’m trying to get the tail lights of my Beetle working the bulbs look good to me, however, I’m having a little trouble understanding what fuse is for the tail lights because I am seeing conflicting information online. Any help would be appreciated.
I live in California and bought my 1969 beetle three months ago. It’s an awesome car but one of the issues it has is that it’s quite loud. Using the NIOSH SLM decibel measuring app it comes to a little over a 100 decibels at 3/4 of maximum revs. The legal limit in California is 95 dB. Other than changing the entire exhaust is there any way to quiet it down slightly?
