*Operation Frequent Wind was the final phase in the evacuation of American civilians and "at-risk" Vietnamese from Saigon, South Vietnam, before the takeover of the city by the North Vietnamese People's Army of Vietnam (PAVN) in the Fall of Saigon. It was carried out on 29–30 April 1975, during the last days of the Vietnam War. More than 7,000 people were evacuated by helicopter from various points in Saigon. The airlift resulted in several enduring images.

Some 400 evacuees were left behind at the embassy including over 100 South Korean citizens; among them was Brigadier General Lee Dae-yong, the intelligence chief at the South Korean Embassy in Saigon. The South Korean civilians were evacuated in 1976, while General Lee and two other diplomats were held captive until April 1980.*

Salinger recalls that he "shuddered a bit" at the request, but kept his reaction to himself.

Without going into much detail, Salinger says that he "worked on the problem into the evening" and was summoned into President Kennedy's office the very next morning.

When President Kennedy asked Salinger how he did, Salinger said "Very well" and confirmed that he had gotten 1,200 cigars.

Salinger writes: "Kennedy smiled, and opened up his desk. He took out a long paper which he immediately signed. It was the decree banning all Cuban products from the United States. Cuban cigars were now illegal in our country."

*On April 22, 2004, he was reported to have been killed by enemy combatants. An Afghan Militia Force allied soldier, Sayed Farhad, was also killed in the action. Tillman's platoon leader, First Lieutenant David Uthlaut, and his radiotelephone operator (RTO), 19-year-old Jade Lane, were wounded in the incident. The Army initially claimed that Tillman and his unit were attacked in an apparent ambush on a road outside of the village of Spera about 25 miles (40 km) southwest of Khost, near the Pakistan border. It was not until after his burial that investigations by the Department of Defense and U.S. Congresswere launched, eventually ruling his death as having come by friendly fire.
