When you read the story - it's pretty odd that you have two sides. One side says it's theft and it's not property to take (common sense right?) - and the other side says - I/They need it and should have it.
Shopping carts are not cheap. Perhaps we make it clear that stealing shopping carts will land you in jail (yah right) and the City can start their own homeless cart program 🤣

Hawaii Kai areas out of water since early this morning and Board of Water Supply said its Hawaii Kai to Town - waiting for HECO to get power to reservoir pumps. I know friends who have water - from the tanks still I guess.
