I think MLS needs to consistently beat Liga MX teams and eventually face South American and European elite teams head to head consistently to ensure the league is world-class.
It needs to scrap the salary cap and replace it with a financial fair play structure, but with some differences from Europe's in order to maintain competitive parity, such as limited cash injections at some clubs, which would need the league's approval, aimed at making investments aiming to increase revenue, not injecting money to pay current expenses. But still expenses would have a limit based on the club's revenue (such as 70% of revenue for example). The restrictions would ensure no team or small group of teams would dominate.
Also, the league should only bring foreigners who play for their national teams and also those who would raise the level of play of the league, but not as replacements for a good youth academy. If the league brings the likes of Mbappe, Haaland, or the Messis/Cristianos Ronaldos of the future in the future, it must ensure American replacements which are as good or better are developed, and preferentially not eligible for other national teams. If they are, the only ones lost to other national teams would be those not good enough or tactical misfits.
Also, it's necessary to make the lower leagues more sustainable.
To limit this, the USMNT needs to get close to those whose parents and grandparents were born in the US. Get close to many in the South, and also long-established whites, blacks, and indigenous, to ensure they are elite soccer athletes, and they're not even eligible for another country. If they are, and they are for teams like England, France, Germany, Netherlands, etc; it's necessary to ensure the dual nationals lost are those not good enough.
Japan's pool for example is almost entirely only eligible for Japan from the beginning, and they don't have dual nationals. Japan doesn't allow dual citizenship either.
