Para o senado, as eleições de 1 senador teriam 2 turnos. As de 2 senadores teriam algo assim: Se dois não atingirem ((total de válidos / 4) + 1), 4 vão pro segundo turno. Se um atingir, o segundo e terceiro vão para um segundo turno.

Ou poderia reduzir o mandato de deputado para 2 anos e senador para 6, com cada estado e DF renovando 1 senador a cada 2 anos.

Na minha opinião seria assim:

Na primeira divisão, 4 grupos de 10, turno único, 3 jogos em cada data FIFA, setembro, outubro, novembro (desfazendo a mudança feita pela FIFA em 2026). Os 4 primeiros de cada grupo iriam para as oitavas de final, o décimo de cada grupo caindo automaticamente, e o nono disputando playoff de acesso/rebaixamento contra os segundos, terceiros e quartos da divisão inferior. As oitavas, quartas, semi e final seriam jogos únicos, com as oitavas e quartas sendo disputadas em março e a semi e final disputadas em junho.

Na segunda, terceira e quarta divisões, o mesmo formato seria aplicado: Os campeões de cada grupo sobe, e os três próximos colocados disputariam contra o nono da divisão superior por uma vaga na divisão superior. O nono colocado disputaria um playoff de acesso/rebaixamento contra os segundos, terceiros e quartos da divisão inferior.

O formato da quinta divisão variaria de acordo com o número de participantes.

I'm for Puerto Rico statehood, and against DC statehood. Puerto Rico (and the other four territories) should be able to vote for president, but without changing the political balance if its voting patterns significantly diverge from the national trends. Being perceived as a safe state hinders PR's chances in the short term. It also suffers from a separate problem: in PR, the right supports statehood and the left opposes it, in the mainland, it's the opposite. The constitution should be amended if necessary.

I'm against any solutions outside US sovereignty. What I also mean is that if Puerto Rico would not be a swing state, it would have counterbalances.

It could be for example: 1 vote for DC, (for being too partisan), 1 vote for PR, 1 vote for the sum of the four other territories.
