I have the UT Video Codec Suite installed on my PC, yet I can't load a lossless video in VLC that uses one of the UT Video codecs.

I'm desperate for answers and really dumb so any help would be appreciated.

OBS constantly stuttering frames when recording, can't figure out why.

Here are my recording settings:

.mkv format

10000kbps CBR

1080p@60fps

AMD HW H.265 (HEVC)

I ran a test recording with OBS open and task manager to the side, and my CPU, GPU, and disk were all fine. GPU temps were normal too. OBS didn't show any signs of encoder overload, so I'm not sure what's going on. Worked fine last time I tried it too. Any help would be appreciated.
