Snooping

A question for a registered electrician:
Is it normal practice for an electrician who has been left alone at a property to move throughout the entire house when installing an external security light?
I left a key in good faith because access to the premises was required. The work involved fitting an outside security light, and I was told the electrician may need to check some light switches. However, security footage shows the contractor walking through multiple areas of the house.
Would it be necessary to check switches in various rooms as part of this type of installation, or would there generally be no reason to access every room? I’m trying to understand whether this is standard practice or whether the electrician may simply have been looking around the property.
