I’m being offered a Scope R5 wheels set from 2023 for 1000$. The seller says they only have 300km on them and they come with dura ace rotors. Is this a good deal or should I keep my existing Syncros capital 60mm?

I’m relatively new to cycling and I’m having trouble identifying these two noises!
It’s an all clean cassette and chain. Without any drip wax. The first noise is when I spin the wheel the opposite way and the other sound is when I change gears
Any help!?
I know it’s supposed to be tight - is this too tight??
It’s very tight around the arms and chest area - actually looking for advice!! And unsure about the neck area???
