Palestinian community members in San Mateo County asked to meet with him. He declined.

Here is what the public record actually shows about who Kevin Mullin works for. Every number below is verifiable at FEC.gov.

The PACs that financed his election:

United Democracy Project (FEC ID: C00744946) — AIPAC's super PAC — spent $588,767 in independent expenditures supporting Mullin's 2022 general election. AIPAC PAC (FEC ID: C00052787) made a direct contribution of $7,900. Democratic Majority for Israel PAC (DMFI PAC, FEC ID: C00747618) endorsed Mullin in March 2022 and made independent expenditures on his behalf. Two of those donors are now subjects of serious federal scrutiny.

Marc Rowan, CEO of Apollo Global Management, contributed $250,000 to AIPAC-affiliated groups including United Democracy Project. DOJ-released EFTA documents — searchable at justice.gov/epstein — show Rowan had at least five scheduled in-person meetings with Jeffrey Epstein after Epstein's 2008 sex offender conviction. EFTA document EFTA01961770 is Rowan's own email listing his personal availability for Epstein meetings. EFTA02130554 confirms a meeting at Epstein's Manhattan townhouse in September 2013 — five years after Epstein was a convicted sex offender. Apollo publicly denied any Epstein business relationship in a client letter dated February 18, 2026. That denial is now the basis of a federal securities class action: Perez v. One month later, on April 29, 2025, the U.S. Attorney's Office for the Southern District of New York announced a $202 million civil fraud settlement with Gilead Sciences, finding that from 2011 to 2017 the company paid 548 healthcare providers more than $23.7 million in illegal kickbacks — honoraria, meals, and travel to luxury destinations — to induce them to prescribe Gilead's HIV drugs, resulting in false claims submitted to Medicare and Medicaid. Thomas Massie confirmed on Democracy Now: "the one who's in Epstein's black book is John Paulson." EFTA01830219 shows Epstein directing his assistant Lesley Groff — one of the women named as unindicted co-conspirators in the 2007 Epstein plea deal — to "call John Pauson re stopping by." Groff was part of Epstein's trafficking infrastructure. That is who was routing contact to Paulson.

A 2013 invitation to an American Jewish Congress event lists Paulson as a co-sender with the invitation addressed to Epstein — four years after his conviction. (EFTA01955652)

No direct Epstein file connection. Her involvement is financial and political: $100 million to Trump's 2024 campaign through Preserve America PAC, $750,000 of which was transferred to MAGA KY PAC. Three layers, each designed to obscure the connection:

Layer one is MAGA KY PAC (FEC: C00908723) — raised $3.189 million from those three donors and spent $2.76 million in independent expenditures attacking Thomas Massie. Run by Chris LaCivita and Tony Fabrizio — Trump's own former co-campaign manager and pollster.

Layer two is Democracy Engine, an ActBlue-founded platform AIPAC uses to route individual donor money to candidates without AIPAC's name appearing on the FEC filing. FEC records confirm AIPAC paid Democracy Engine $1.42 million in processing fees this cycle alone. The Republican Jewish Coalition PAC contributed $63,898 directly to Gallrein's campaign.

Layer three is $11,760,843 in independent expenditures — technically spent "against Thomas Massie" rather than "for Gallrein," keeping it legally separate from the campaign while accomplishing the same political result.

REP. KEVIN MULLIN (D-CA-15) — DONOR NETWORK EPSTEIN TIES, VOTING RECORD, AND PUBLIC SILENCE

This post is about one congressman: Rep. Kevin Mullin, Democrat, California’s 15th Congressional District, San Mateo County. It documents three things using public records, FEC filings, DOJ-released EFTA documents, Senate Finance Committee investigation letters, federal court filings, and congressional vote records: (1) the Epstein-connected individuals in the donor network that financed his elections, (2) his voting record on Israel military aid and related legislation, and (3) his public silence on the documented Epstein ties of his donors while his colleagues across the aisle have spoken extensively on the record. All claims are sourced. Victim allegations from the EFTA files are identified as allegations. Financial records, government investigation findings, and court filings are identified as such.
SECTION 1: HOW MULLIN WAS FINANCED
According to Track AIPAC, which sources its data from FEC.gov filings, pro-Israel PACs and associated independent expenditure groups spent $732,366 on Mullin’s elections as of April 23, 2026. This breaks down as $128,685 in direct PAC contributions and $603,681 in independent expenditures. The primary vehicle was United Democracy Project (UDP), AIPAC’s super PAC, which spent $588,767 in independent expenditures supporting Mullin’s 2022 general election. AIPAC PAC made a direct contribution of $7,900. AIPAC’s own spokesperson stated publicly: “We were proud to endorse and back Kevin Mullin because of his demonstrated support for the U.S.-Israel relationship.” [J. The FEC-disclosed individual donors who funded UDP across the 2022 and 2024 cycles include: AIPAC’s institutional treasury ($8.5 million, 2022 cycle), Jan Koum — WhatsApp co-founder, resident of San Mateo County in Mullin’s district — ($2 million in 2022, $5 million in 2024, total $7 million), Paul Singer of Elliott Management ($1 million, 2022 cycle), Bernard Marcus of Home Depot ($1 million in 2022, approximately $3 million in 2024), Haim Saban ($1 million, 2022 cycle), Jonathon Jacobson of HighSage Ventures ($1 million in 2022, approximately $4.6 million in 2024), David Zalik of GreenSky (approximately $2 million, 2024 cycle), and Marc Rowan, CEO of Apollo Global Management ($250,000 to AIPAC-affiliated groups, 2024 cycle). Three donors in Mullin’s funding network have documented connections to the Epstein files. The documentation ranges from financial records and congressional investigation findings to direct victim allegations. Each is presented separately.
Marc Rowan — CEO of Apollo Global Management, $250,000 to AIPAC-affiliated groups
Marc Rowan appears by name in multiple DOJ-released EFTA documents confirming direct personal contact with Epstein after Epstein’s 2008 sex-offender conviction. Document EFTA01961770 contains Rowan’s own email to Epstein’s assistant listing his personal in-person availability for meetings: “If Jeff wants to meet in person, I am in NYC Aug 21(10-12), Sept 3 (1030-2), Sept 10 (9-4), Sept 11 (2-5).” Document EFTA01755467 contains scheduling correspondence from Rowan’s executive assistant, identified as working for “Marc Rowan, Apollo Management, L.P., 9 West 57th Street,” confirming a meeting with Epstein. Document EFTA02130554 shows a meeting rescheduled for Sunday September 8, 2013 at 8am at Epstein’s home at 9 East 71st Street. Documents EFTA02130796 and EFTA02130782 contain correspondence providing Rowan’s personal cell phone number to Epstein’s team for that meeting. The DOJ files show Rowan had at least five scheduled meetings with Epstein, that an Apollo president made a 2013 request for Epstein to meet Apollo’s full executive committee, and that Rowan forwarded internal Apollo financial data including a tax receivable agreement calculation directly to Epstein in March 2016. Apollo Global Management, Inc., et al., No. 1:26-cv-03550 — alleging that Apollo’s repeated public denials of an Epstein business relationship were materially false and incorporated into SEC filings carrying Sarbanes-Oxley certifications signed by Rowan. The investigation found Black paid Epstein $170 million — $12 million more than Apollo’s own internal Dechert investigation disclosed, with no explanation provided for the discrepancy. Approximately $100 million was paid with no written contract or services agreement. A $10 million payment was routed through a 501(c)(3) charitable organization to avoid public disclosure, per internal emails from Epstein’s lawyer Richard Kahn. EFTA00583120 and EFTA00594105 show Epstein personally guaranteed BV70 LLC loans of $22.5 million and $8 million, with BV70 being Black’s yacht entity. A $22.5 million wire was documented flowing from BV70 LLC to Epstein’s aircraft entity. EFTA00002012 documents a Bank of America account for Leon D. Black and Debra Black with Epstein’s assistant Melanie Spinella holding power of attorney. EFTA01927822 documents Epstein and Joi Ito discussing a “slush fund” with the question “Will it be coming from Leon Black? How much?” and EFTA02584438 shows Ito confirming “$500K came into my slush fund account. Thanks! Should I thank Leon Black?” regarding MIT Media Lab donations. The EFTA corpus documents over 30 calendar entries showing Black-Epstein meetings spanning 2013 to 2016, with 178 total documented meetings and phone calls. Black’s financial papers were physically found in a room on Epstein’s Little St. James Island during the August 2019 FBI raid per the raid photo log. Regarding victim allegations — these are allegations, not adjudicated findings, and no criminal charges have been filed against Black: EFTA02731427 contains a transcribed entry from a coded victim diary describing a visit to Epstein’s 71st Street townhouse in which the author states she was physically assaulted by Black. Two additional independent victim accounts describe the same specific pattern of conduct. The victims have no documented connection to each other. Attorney Jeanne Christensen told SDNY prosecutors the conduct was “too abnormal to make up” and stated “there is nothing publicly out there about the details of his specific sex acts with our client, so there is no way she could know.” A 2023 victim statement in the EFTA files is addressed directly to Black and states: “Leon. You sexually harassed me, sex trafficked me, raped me, and eventually blacklisted me.” [EFTA02731630-02731783 series] EFTA documents EFTA02731636 and EFTA02731689 contain SDNY internal files in which the investigation is titled “Leon Black/Additional HT Subject Referral” — HT denoting Human Trafficking. A June 2023 SDNY internal email documents coordination with DANY, noting DANY’s interest in passing the case because trafficking of a minor occurred in New York on at least two occasions. Paul Singer — Elliott Management, $1 million to UDP in 2022
Paul Singer contributed $1 million to UDP in the 2022 election cycle, the same cycle UDP spent $588,767 electing Mullin. Singer also contributed $1 million to MAGA KY, the super PAC that ran ads targeting Rep. Thomas Massie’s reelection during the period Massie was forcing a House vote on the Epstein Files Transparency Act. [FEC filings; The Hill, January 31, 2026] Massie stated publicly: “Within hours of the Epstein file release, a superPAC funded by Israel-first billionaires Miriam Adelson, Paul Singer, and John Paulson, who himself appears in Epstein’s black book, bought another $800,000 of TV ads against me.” [The Hill, January 31, 2026] Regarding Singer’s own Epstein connection: EFTA document EFTA01904108 contains an email from Epstein’s associate Cecile de Jongh asking Epstein whether he knows “Paul Singer of Elliott Management.” Epstein replied “no.” No financial relationship or personal contact between Singer and Epstein has been documented in the released EFTA files.
Section 2 Additional: Palantir, Peter Thiel, Epstein’s Money
This is included because it documents how Epstein’s money flows into the same pro-Israel tech-defense infrastructure that Mullin’s donor network supports ideologically and financially. Peter Thiel co-founded Palantir Technologies. House Oversight Committee documents released in 2026 confirmed Epstein invested $40 million into two funds managed by Valar Ventures, a firm co-founded by Thiel, in 2015 and 2016. That investment grew to approximately $170 million and is currently the largest single remaining asset in Epstein’s estate. His official House website, kevinmullin.house.gov, contains no statements addressing the following: the EFTA-documented meetings between Marc Rowan and Epstein, the Senate Finance Committee’s four-year investigation into Leon Black as Epstein’s primary financier, the USVI finding that Black’s money funded Epstein’s trafficking operations, the SDNY human trafficking referral opened on Black that resulted in no charges, the federal securities class action against Apollo and Rowan filed April 2026, or Paul Singer’s documented role in funding the anti-Massie PAC during the Epstein transparency fight. For comparison, the following colleagues have spoken publicly on Epstein-related accountability matters: Rep. Ro Khanna (D-CA-17), who co-sponsored the Epstein Files Transparency Act with Massie and appeared on Democracy Now! to discuss financial suppression of the files. Rep. Thomas Massie (R-KY), who filed the discharge petition, named donors by name in public statements, and called for accountability across party lines. Both Khanna and Massie represent districts in the same general region or national conversation. Khanna represents the district immediately adjacent to Mullin’s in Silicon Valley. Mullin has said nothing.

Steve Hilton is running for Governor of California. He has raised $7.1 million. His named major donors include Rupert Murdoch and Sergey Brin. The ideological network surrounding his campaign includes Peter Thiel, whose Palantir Technologies is now the AI targeting infrastructure behind Israeli military operations in Gaza, Lebanon, and Iran. Every one of these men appears in the Epstein files.

The man who connected them across a decade of elite access brokerage was also the man who put Steve Hilton’s name into those files. His name is Ian Osborne. DOJ Epstein file EFTA01861186 contains an email from Rohan Silva, Head of the Prime Minister’s Policy Unit under David Cameron, to Ian Osborne. It reads: “Hi, a funny one this, but Steve and I are really keen to meet up with Woody Allen. I don’t suppose you know someone who knows someone who knows him, do you?” Steve is Steve Hilton, Cameron’s Director of Strategy, the second most powerful unelected official in the British government at the time. Osborne’s response, documented in EFTA01861385, was to forward the request directly to Jeffrey Epstein, describing Allen as “your friend” and offering Cameron himself as additional incentive. EFTA00915738 confirms Osborne told Epstein “Yes, we would arrange it so that Cameron would be there for at least part of his time at No 10.”

Woody Allen is documented in the files as a regular guest at Epstein’s Manhattan townhouse from 2010 onward. In 2025 Allen stated publicly he had no regrets about his friendship with Epstein. Read that slowly. The Director of Strategy for the British Prime Minister used a man who was simultaneously structuring Jeffrey Epstein’s investment empire as his personal fixer for celebrity access. The sitting Prime Minister was offered as currency to a convicted sex trafficker to arrange a meeting with one of Epstein’s closest documented social contacts. This is not a peripheral mention in a news article. This is operational. Now follow the money into Hilton’s campaign and follow every dollar back into the files. Rupert Murdoch is a named major donor to Steve Hilton’s governor campaign.

Murdoch employed Hilton at Fox News for six years, building the platform Hilton is now using to run for office. Murdoch is in Epstein’s personal contact book. Documents EFTA02159573, EFTA02159642, and EFTA02159729 show that in September 2012, four years after Epstein’s conviction for child sex crimes, Epstein was actively orchestrating a meeting between Wendi Deng Murdoch and the head of the Nobel Peace Prize committee through Ian Osborne. In that same email thread Osborne references a Bloomberg commitment that same evening. The Osborne legal memo in EFTA01108051 shows Osborne and Partners was simultaneously managing confidential PR strategy for Rupert Murdoch personally during the phone hacking criminal scandal. The man bankrolling Hilton’s path to Sacramento had his family and his criminal defense being managed by the same fixer who was routing Hilton’s access requests through Epstein’s network. Sergey Brin is a named major donor to Steve Hilton’s governor campaign. Brin appears on Epstein’s Seminar-MONEY invite list documented in EFTA02172320 and EFTA02172748, an attendee list coordinated between Epstein’s assistant Lesley Groff and Ian Osborne. Epstein accuser Sarah Ransome placed Brin and his then-wife Anne Wojcicki on Epstein’s private island. Brin communicated directly with Ghislaine Maxwell about dinner at Epstein’s townhouse in 2003. The US Virgin Islands subpoenaed Brin in 2023 in connection with Epstein’s JPMorgan banking relationships. Brin and Osborne appear on the same Epstein conference planning documents. Brin is now writing checks to the man whose colleagues used Osborne as their fixer. Now come to Peter Thiel and what the Epstein files reveal about Palantir, Israel, and the surveillance infrastructure that is now killing civilians across the Middle East. Peter Thiel appears in 2,906 documents in the Epstein files. He attended dinners at Epstein’s Manhattan townhouse. He was invited to Epstein’s private island. He co-organized the Dialog 2014 off-the-record retreat and directly invited Jeffrey Epstein to attend. His relationship with Epstein lasted from 2012 through January 2019, six months before Epstein’s arrest, continuing eight years after Epstein’s conviction for child sex crimes. Epstein’s primary conduit for reaching Thiel during those years was Ian Osborne, the same Ian Osborne who was simultaneously managing Hilton’s access requests and Murdoch’s criminal PR and structuring Hedosophia with Epstein’s financial guidance. The Palantir-Israel connection that now defines Thiel’s legacy did not emerge organically. According to DOJ documents reported by Jacobin and Boing Boing, Epstein spent years trying to connect Thiel with former Israeli Prime Minister and Defense Minister Ehud Barak, arranging at least six separate meetings because Barak specifically wanted to connect Israeli national security infrastructure with Silicon Valley AI capabilities. A June 2014 dinner at Epstein’s Manhattan apartment brought Thiel, Barak, and Epstein together to discuss Israeli security. Epstein’s emails record Thiel responding enthusiastically that the evening was “very Israeli and very stimulating.” Barak pushed Epstein to organize an AI and warfare seminar with Thiel and other top thinkers. A recorded conversation from 2013 captured in the DOJ files has Epstein advising Barak to look at Palantir as a business opportunity and offering to broker a senior role for Barak at Thiel’s firm. In 2018 Thiel’s Founders Fund led a $15 million investment round into Carbyne, an Israeli cybersecurity company with roots in Unit 8200, the Israeli military’s cyber intelligence arm, a deal arranged directly through the Epstein introduction network. Today Palantir holds a strategic partnership with Israel’s Ministry of Defense. It was named by the United Nations in 2025 as one of the companies profiting from the genocide in Gaza. Its AI systems including Lavender, Gospel, and Where’s Daddy identified over 37,000 Palestinians for targeting in the first months of the war alone. In February 2026 Palantir’s data analysis was part of the military planning for Operation Epic Fury, the US-Israel strike on Iran. Asked about ethical concerns Thiel has stated publicly “my bias is to defer to Israel.” The path from Epstein’s dinner table to Gaza’s kill lists runs through documented introductions in the files you can search right now at justice.gov/epstein. Thiel has not donated directly to Hilton’s California campaign in amounts currently visible in state filings. But the ideological and financial network he represents saturates Hilton’s donor base and political identity. Hilton was endorsed by Vivek Ramaswamy, a Thiel network figure. His entire Silicon Valley donor ecosystem operates inside the same tech-nationalist ideological framework Thiel has spent two decades building. The question is not whether Thiel’s money is directly in Hilton’s campaign today. The question is what a Hilton governorship does for the regulatory environment in the state where Palantir operates, where Sergey Brin’s Alphabet dominates the digital economy, and where Rupert Murdoch’s media empire wants to consolidate further. Ian Osborne is the thread that binds this entire network. Over a dozen Epstein documents show Osborne and Epstein structuring Hedosophia, the secretive Guernsey investment fund explicitly branded for elite circles with a $50 to $80 million initial target that became one of London’s most important tech investment vehicles, backing Uber, Spotify, Alibaba, and Ant Financial. Osborne appears 108 times in the indexed Epstein files, the fifth most frequent non-Epstein figure in the entire corpus. He was simultaneously managing access to British government for Epstein, managing Murdoch’s criminal PR, appearing on Epstein’s Silicon Valley conference planning lists alongside Brin, serving as the primary conduit for Epstein’s attempts to reach Peter Thiel, and transmitting Steve Hilton’s personal access requests to a convicted pedophile as though this was a normal way to navigate elite networks. Because in that world, it was. A Hilton governorship viewed through this lens is not a mystery. It is a projection. Murdoch gets a California governor whose communications infrastructure is modeled on Fox News and who owes his entire political platform to Murdoch’s media machine. Brin and Alphabet get a governor committed to dismantling the regulatory framework California has built around tech accountability, data privacy, and gig worker protections. The Thiel-Palantir network gets a governor in the most powerful state in America who will not challenge surveillance capitalism, will not resist defense contractor capture of state technology contracts, and will not question the foreign policy commitments of the men who built his career.
