Can a non-Uchiha turn the Sharingan off and on?

Does it require only the Uchiha blood? Or someone with a unique bloodline that’s connected to Otsutsuki?

How about taking the eyes of an Uchiha who never unlocked the Sharingan, would a non-Uchiha be able to unlock it through trauma and thus control it?

When I see Luffy slander but know that he completely deserves it 💔💔💔

Hopefully this directional change of losing brings back the Luffy I miss..

And before someone say that it’s just nostalgia talking, I watched and read the whole of One Piece until Elbaf in two years, so I genuinely saw Luffy’s character deteriorate in real time which is so 💔💔💔

And I think it’s completely okay to like a show + a character and be involved in discussions even if you haven’t watched Naruto in years, but trying to convince people that their perspective of a character is wrong while being unable to provide actual evidence is very :/
