My friend’s MP is 1520. Should he apply for EME hostel and pay for it, or does he have chances for SEECS EE?

Mene parha tha ke agr apka ICS(Maths, physics, CS) background hai aur aap Nust ma Engineering opt krte hain to apko chemistry ka course complete krna parhe ga 1st semester ma. H-12 ma SCME department hai idr chemistry ka course hota hai. CEME ma kya krna hoga?
