Like I said, not sure I'm in the right place to ask about the artistic intent of someone's drawing of a piece of jewelry, but it seems like the kind of thing that might have a real-world analog since it sticks to some traditions of having jewelry and formal attire resemble military uniforms or armor. To me it looks like an ornate neck guard, but another (incorrect) opinion is that it's like an Egyptian collar necklace.
