Connecting to my Plex Server remotely when I don't have control over my (shared) internet
I live in an apartment complex where internet is managed by the complex; each unit pays a mandatory flat monthly fee for internet. It's not ideal but it is what it is.
I have my Plex server plugged into an ethernet port. It is also running on a VPN for privacy. I use Plex on the TVs in my home to stream from it. However, only devices that are plugged in via ethernet can view the Plex server. No devices can wirelessly detect the server, even when on the complex's Wi-Fi network.
This means I have no way to access my Plex server's content on the go and use that feature of my Plex Pass. I am assuming that this is due to the configuration of the network, but, I am wondering if there is any way to get around this and make my server discoverable outside of the ethernet network.

You get access to the whole network, so your Wi-Fi connects regardless of where you are in the building or community areas. There is no interactive login for the internet; there is just a single Wi-Fi password they tell you when you login. I have a similar streaming experience with using Steam Remote Play/Sunshine/Moonlight from my gaming PC (no VPN on this one); no device can detect the gaming PC unless it is hardwired into the same network as it.!<
