The computer will not boot

dell studio xps 435t/9000

I've tried swapping the Ram and graphics card, and the coms battery is not dead.

Last time the computer was turned on, it worked.

Part of the IHS sered off and it got stuck to the heat sink. What do I do help

I've tried isopropyl alcohol it does absolutely nothing.
