Replaced the motor because I figured it was faulty, even the new one doesn’t move water through the arms.
Arms are not blocked/clogged.

Running a test cycle the washer will fill with water then do nothing, then drain.

The wash motor/pump is piping hot to the touch so I think it’s receiving power.

Diagnostic mode gave me 9 flashes in a row

I have replaced the wash pump and it’s still not actually washing the dishes, it will fill with water then go silent, then drain. The pump is brand new what could possibly be the issue, the video attached is of the inside with the lower arm removed to see if the pump is pushing any water.
