Bluetooth will not stay off for more than 7 seconds

As the title states

If I turn it off, it'll turn right back on. I shut off Bluetooth scanning, automatically turn back on tomorrow, I forget the device (MB Bluetooth). I'm not seeing anything specific in Android Auto or developer mode. What am I missing here?

Why this is an issue-

When I start my car to warm up the phone automatically tries to connect, which also takes down Wi-Fi, my house has no cellular connection so the phone doesn't phone very well.

My daughter's 606 swap

So this was my kiddo's first car, originally an M103-powered 201 we got for free after it sat for 11 years in Stockbridge MA. The original engine gave up, and we replaced it with a 3.0. That dropped a valve so rather than junk the car, she bought herself a 97 850 as a daily and over 8 months her and her boyfriend swapped my old OM606 into it. I help with the major fab, 7.5mm pump and turbo along with some of the electronics.

But she did the bulk of the work. Friday was her prom and her personal deadline was to finish it and drive it to prom.

Mission accomplished ✅
