Lancaster City encampment's future still uncertain

This discussion comes as a homeless encampment off North Conestoga Drive is set to be cleared Wednesday. The land is owned by Lancaster City, which has requested assistance from Lancaster Township for the clearance. Under the new ordinance, the city would be considered the property owner, and any future encampments on the land would need to comply with the new regulations.

During the meeting, board members expressed willingness to work on an extended deadline for clearing the encampment to give Lancaster City more time to assist the individuals living there. They clarified that the city set the September 16 deadline, and the township is only assisting.

The board said that if there were an extension, they would need a new deadline from the city, adding that they cannot delay the process indefinitely.

If approved by a court, affected business owners, employees of impacted businesses and residents within a 1-mile radius of the former facility at 301 Highland Ave. could be eligible to receive cash payments.

The payments could cover unreimbursed business losses of up to $5,000, unreimbursed property damage losses of up to $300 and unreimbursed hourly wage losses of up to $200.

To be eligible for a cash payment, settlement class members must fill out a claim form by Dec. 3. The court will hold a hearing on May 25, 2027, to decide whether to approve the settlement.
