I must have seen this before because it's at my local tube station but I've never noticed before that it has berries and flowers at the same time. It looks great. What is it though?

So I'm thinking horse chestnut, but the flowers look unusual. Are they always this frilly? Is this some sub-species that's different from bogstandard conkers?
