Mystery neon sign repair

Long story short, this is a Neon sign at a friend's ice cream shop that has never (to their knowledge) even been looked at or hooked up. I am home for the summer and figured I would give it a go to see if I can get it running. I have done some electrical work, mostly just tinkering with low voltage stuff, motorcycle looms, and house wiring, but never anything on the crazy 3k volt end of a transformer lol.

See photos. Weird 2 electrodes (?) per end of each tube, of which there are two. There is an Allison 930FPX120, and to my eye it has never been hooked up. There is no wall plug coming out of it, nor are the two leads on the 3k volt side hooked up at all.

I have the basic tools for this stuff, like wire strippers, etc. But I know I cant use wire nuts and stuff for voltage like this. I apologize if I messed up any terminology, etc.

Any advice would be greatly appreciated. I have no clue why this was never set up, or if neon can degrade over what I would estimate is 20 ish years of disuse. Any basic tests I can perform tmro using a multimeter if needed to see if this is a viable project.
