I just got c6 razor, how do I build him now that he got the hex buff?

I searched up guides on yt but they all seem pretty outdated. So can someone explain how to build him.

1.Is lvl 90 worth it or 80 is fine?

2.Talent priority and best stopping points? (e.g: NA-8 E-7 Q-6)

3.How to play him, is there specific combos? (I’m planning to play him with chevy durin and nicole)

Now ik im not the best guy at combos, def messing up those dash cancels but let’s say we add a whole 10k to compensate. Still 130k for c1? Seems low. Is there any other better combos i cld learn? Im on mobile so something that’s not too hard? Citlali on scroll didn’t work cuz she managed to trigger freeze every other full moon or so and the best i could figure was, furina tenacity esco scroll and citlali noblesse hence why I’m bursting w her. Probably is a better alternative please let me know
