why is mw2 and mw3 on gamepass premium but bo6 and bo7 are on ultimate?

so my birthday just happened and we wanted to play mw3 cause they like modern warfare more. but holy shit, ive never seen split screen made into a game with such ass graphics. its literally on like 144p and its locked to horizontal. who at activision thought this was good?
