How do you handle cash with larger (over $10K) purchases

If I find a car from a private party on Craigslist for 10-15K. At what point do I pay them after the deal is made? If they sign the title and I pay 15K cash, how can I be 100% sure that it is the right owner and valid title?

Do body shops or collision centers hate it when someone brings a car for an estimate but you could tell by looking ti will likely be totaled? Because they are not getting any estimates.

Forced to upgrade my perfectly functioning car?

So if my car that I take really good care of gets totaled in an accident which was someone else's fault, then I am being forced to spend more money to get a higher value car? Because I would not trust a same model/year/mileage car from a market as much as I trust the car I have been maintaining.

Edit: I would not expect them to give me brand new version of my car, but feels like I am being forced to sell my car at ACV. Everyone tells me that it runs like a new car, and I don't think it is fair that I just get an average market price.

What should I expect when filing a claim?

I was rear ended while waiting to turn right on red light. Frame is bent in the second picture. Police gave me a report number and said that I would claim it with insurance. He just asked for my license, and did not ask for registration or insurance. And at the end, he also said police does not assign blame/fault in North Carolina.
I have Geico with limited liability. When I told them I was rear ended they said I would need to call other party's insurance (State Farm) and file a claim.
-Is Geico right to suggest that I should claim with the other driver's insurance myself?
-Any suggestions regarding how do I go about it?
-How fast and transparent is the process? Do I need to get a lawyer?
-How do they know the amount of the damage and drop in the value of my car even after it is fully repaired?
-How will they decide if it needs to be totaled?
-Do they cover if I rent a car, would they have a daily $$ limit on that or will they cover whatever I pay to rent a reasonable car?
-How about my lost time dealing with all of these? Probably not?
-Anything I should not say when I call them that could be used against me?
