as we can see this is already wrong, as why would Whitebeard not remain the stronger forever as long as he has his devil fruit? the answer is that his devil fruit has nothing to do with it.

This is one of the first narrative insights we get in to Whitebeard's power, and Buggy states that Whitebeard is the strongest pirate, very soon after this we are introduced with WB's title. This would mean that WB having wsm due to the way he lived his life, would make 0 logical sense.

All in all, you can say the title is false, but don't make the claim it means something else.

Satori - I don’t know why I ranked him this high, but here he is.
Ageha Woman - A gifter, her devil fruit gives her butterfly wings. When Law Kidd and Luffy destroyed the ship, she was able to get off before it sunk.
Wanyudo - Another gifter, he serves as Black Maria’s weapon. His devil fruit transformed into a small dog breed. He ended up being frozen by Brook, so he could no longer assist Black Maria.
Bao Huang - Her devil fruit gives her the traits of a flying squirrel. She is apart of the surveillance division on the beast pirates.
Ninth - An infamous new world captain allied with Whitebeard
Tenjo-Sagari - A gifter in the beast pirates, she works under Black Maria. She is defeated by Brook, so she lands here.
Umit - An emperor of the new world, I don't know why I placed him above the others.
Shura - I may have overranked him by a lot, but he does have something to support this placement. Even though he’s old, he was able to defeat Gan Fall. I will have Gan Fall shockling high, so this isn’t a bad placement
Vivi - Another character I overrated, but I'll just assume she has gotten much stronger.
Tiffany - Just missing the top 600, we have an Okama who ran after Sanji.
Yamanba - Another gifter, who again works under Black Maria. She is one the gifters that was destroyed by Brook.
Scorpionlady - A gifter, She was later tamed by Tama.
Kikipatsu - He is a member of the Blackbeard pirates, he was on a coach drinking with Maki Tori and Blackbeard.
Underbite - A Sea king
Gambia - Staff officer of the Barto Club, he was easily defeated by Maynard. He was shown along with Barto burning Shank’s flag, proving he is the 2nd strongest member in this club. Bart’s ship was destroyed by Yasopp, leaving his status unknown. Like i said, he is the 2nd strongest member in Bart’s club, so I assume he will be very strong.
Gazelleman - A gifter, who had the legs of a Gazelle. This devil fruit allowed him to run at great speed. He was shown bringing Tama to Hold’em, but he seemed tired after the run. In the end he was tamed by Tama.
Mashikaku - He was a subordinate of Smoker and Tashigi, Who hasn’t been shown in the manga since Marineford. There isn’t much proving he is this strong, But if Oda remembers him i feel he will end up around here.
Beetleman - A gifter, he has a Rhinoceros Beetle Horn with an extra pair of arms
Uziki Namida - A Samurai, who was a prisoner in Wano. He was shown being moved by Luffy’s speech.
Doubt Brother 2 - He along with his brother, were shown fighting Luffy and Zoro on the live floor.
Baggaley - Infamous new world pirate captain, who allied with Whitebeard.
Saitank - A gifter, who was tamed by Tama.
Akehende - A marine rear admiral
Delacuaji - New world captain that allied with Whitebeard
Gabaru - The grandson of Babaru, he used to be the commander of a revolutionary militia. He greatly resembles Caribou, who started to impersonate him.
Wallem - Infamous new world pirate, who allied with Whitebeard.
Sicily - Marine real Admiral, all we see him do is report to Sengoku
Tori - Member of the Blackbeard pirates, she also sat on the couch along with those pirates.
Casucasusman - A gifter, who had beetle horns and an extra pair of arms. He was shown grabbing Frank’s left knee, when he leapt on him. Later on, he would be tamed by Tama.
Hippan Nate - A waiter of the Beast Pirates, he was destroyed by Kawamatsu.
Bishonure-Onna - A gifter who worked under Black Maria, she is one of the people defeated by Brook.
Francois - He was a level 5.5 impel down prisoner, who later became a Newkama. He was among those who fought along the Whitebeard pirates. He would part ways with Luffy along With Ivankov, who went to his homeland.
Charlotte Laurin - Officer of the Big Mom Pirates, He wasn’t that strong as he was blown away by Big Mom and Luffy’s clash. Laurin and his crew were defeated by Nami and Zeus, in the seducing woods.
Charlotte Akimeg - One of the Decuplets, She fused with Newshi to fight against the Vinsmoke family.
Zotto - A subordinate of Vice admiral Momoga, He was shown giving his report that Kaido and Shanks clashed.
Charlotte Noisette - He tried to fire at the Vinsmoke family, his targets however were able to put on raid suits.
Kamakirigirl - A gifter, she tried to convince Zoro to join the Beast pirates. At some point, she was tamed by Tama.
Doubt Brother 1 - The 2nd doubt Brother in this ranking
Jigra - An organ trader of the underworld, he was pretty easily defeated by Katakuri. He does have something in his favor though, if Katakuri hadn’t stept in, Jigra would have killed 2 of Capone’s men.
Julius - Infamous new world pirate, who allied with Whitebeard.
Bishamon - A ninja, he is one of the people that snuck up on Robin.
Charlotte Angel - Officer of the Big Mom pirates, she is shown fighting the Fire Tank pirates.
Charlotte Allmeg - One of the Charlotte Decuplets, she later fused with Newshi to fight against the vinsmoke family.
Stronger - He is the horse that Doc Q rides on, as well as a member of the Blackbeard Pirates. His devil fruit allows him to turn into a Pegasus hybrid, and a full Pegasus at will. He is always carrying his sick master, which is strength upscale i guess maybe. He was shown being knocked back by Ace’s fire fist. He was also able to carry Blackbeard, which is upscale.
Hatsume - A Samurai and member of the Beast Pirates, she was easily defeated by Hyougoro.
Charlotte Mascarpone - A snake-neck human hybrid, who is an officer of the Big Mom pirates. He joined an Enraged army against Luffy to avenge his older brother.
Mottled - A sea king, he was able to send the going merry flying back to the east blue.
Gangaru - Another samurai and member of the Beast pirates, he was also easily defeated By Hyo.
Chrome - One of the people scared by Brook, she is a member of the Beast Pirates.
Kurokoma - A yakuza, who used to be head of his family. He was unable to take down Hyougoro by himself, and planned something sneaky which failed.
Garudan - One of the people easily defeated by Hyo.
Charlotte Harumeg - A Part of the Charlotte Decuplets, she was among those who fused with Newshi against the Vinsmoke Family.
Jigoku Benten - A member of the beast pirates, her firearm was unable to hit Zoro.
Forliewbs - New World captain who allied with Whitebeard.
Decalvan Brother - One of the brothers, he is shown backing up Luffy and Ivankov at Marinford.
Usunoro - One of the beast Pirates, he was a part of the armored division. He ends up easily defeated by Yamato.
Charlotte Mozart - An officer of the Big Mom pirates, she shot at the vinsmokes but was blocked.
Devalan Brother - The other Devalen brother
Colscon - Infamous new world Captain, who allied with Whitebeard.
Salome - Boa Hancock’s snake weapon, who is also her pet. Hancock was allowed to bring him to Marineford, showing he is an important part of her power.
Charlotte Compo - He was blown away by Luffy and Big Mom’s clash, and later defeated by Nami and Zeus.
Blondie - New world pirate captain allied with Whitebeard
Tsunokkov - Former prisoner of Impel Down, he is a Newkama
Charlotte Nutmeg - Office of the Big Mom pirates, she was among those who fused with Newshi.
Charlotte Custard - Middle triplet sister of Cracker and Angel, she was shown being blown away by Luffy’s attack on Big Mom.
Bisley - Apart of the armored division, he was tamed by Tama.
Charlotte Akimeg - One of the big Mom officers to fuse with Newshi
Rush - New world captain who allied with Whitebeard, he was shown teaming up with others to take out a Pacifica.
Happygun - Another new World captain who allied with Whitebeard
Nokokuwa Police - Beast pirate who was tamed by Tama
Charlotte High-Fat - The older twin brother of Tablet, he is an officer of the big mom pirates. He was shown fighting Jinbe, who just left the Big Mom pirates. He also tried to shoot at the Vinsmokes, which he failed. He and his squad were later defeated by Nami and Zeus.
Charlotte Saint-Marc - Officer of the Big Mom Pirates, he was one of the people who tried to shoot at the Vinsmokes. Yonji attacked him after that, as they tried to get away
Reforte - Infamous new world pirate who allied with Whitebeard, he charged alongside Arthur and Hangan at Marinford.
Charlotte Mobile - A Long-Arm Human hybrid, he is also an officer of the big mom pirates. He was shown dodging some of Luffy’s punches, so that is upscale there. He was also shown among the big mom pirates who watched Vegapunk’s broadcast, so Oda didn’t forget him.
Mihar - A member of the spade pirates, It’s been a bit since we had one of these. He also serves as the brains of the Spade pirates. He was taken in as a Whitebeard pirate, but hasn’t been seen since joining.
Arthur - Infamous new world captain, he charged Marineford alongside Refort and Hangan
Wapol - This is mainly speculation, but he is probably at this level by now.
York - She was petrified by S-Snake, that’s something going against her. It was shown she wasn’t that strong, as she admitted Luffy would defeat her. She basically needed the Elder's help, which is cowardly.
