How and why were the Soviets so *good* at propaganda and social engineering?
I'm a historian myself (though I never did much with the degree) and I've read books on the Holodomor, Spanish Civil War and WW2. One of the constants I see is the total supremacy of Soviet propaganda and social engineering, quite before Operation Barbarossa.
So what was it? Dedicated agencies? Institutional memory? Willingness to take risks? Control of public discourse?
