Persistence of PipSqueak 3 about talking for the wrong character

If another character is involved in the story, the bot often starts talking for that character as well instead of just talking for the bot's character which is so frustrating.

I need suggestion with saving primogems for the Tsaritsa

I have 65 pity, guaranteed the next banner and 100 intertwined fates. But I also want to pull Vodyanitsa. Should I skip Vodyanitsa? I'm guessing that my chance with pulling C0 Tsaritsa will still be decent but getting her signature weapon would be a very slim chance. But I haven't explored Snezhnaya yet so I might save more pulls.
