Received this text this morning, this seems extremely illegal, wanted to post it to a subreddit with more knowledge on this. Picture explains itself.

I have a spawn of about 50 fry, one of them is like this. They eat and compete for food, are middle of the pack in size, but they have no fins except their pectoral fins and their caudal tail, which is also just a tail with no fins. The rest of the batch is normal, besides a size difference. What is this? They don’t seem to be suffering so I can’t tell. Also, to note this is not my first spawn, I have done a few, I sell my females to a local hobby shop and my males online :)
