Not asking for a huge city, just a small underwater town. NOT a dwemer ruin.

I'm new to modding, but I don't care how long it takes to do this. I don't have much freetime, but I'm not planning on getting it done any time soon.

My plan is to divide​ skyrim onto its holds, and make each hold its own separate map. The reason for this is to scale then up to be about the size of the original map for each hold. I understand the basics of the creation kit, but I need help on how you would go about this. Is making world spaces easy? I don't really know. Is it possible to just scale it up instead of building it from scratch? Probably not. Though I'd rather be able to make it more as I invision it (link below).
