Is Mr. Kress actually complicit in the Minotaur murders?

Initially, I thought Mr. Kress just caught a glance of the Twins' murders and was prompted to kill them. However, I reread their comic and I noticed they both seem to see each other. The Twins' don't attack or persuade him, meaning he may have actually been complicit in their murders, and finally snapped after witnessing/learning of too many.
