Acceptable premium over the spot?

What is your acceptable premium you are ready to pay over the spot ? Local shop is doing around 21%, and their justification is that the market is unstable and they have to cover some risks, especially having stock purchased during higher prices on the market

I'm really interested in Roman coins (of course) and other ancient coins too, but I'm John snow basically, so what would you recommend in terms of :

  1. Which web site to have it well described, systemized and explained

  2. Maybe an app that you found really useful to study those things

  3. Also, what online auctions you would recommend (location does not really matter, but preferably EU

In general, would be great to know why you'd recommend what you recommend

Maybe some other good advice on resources or tips, for example I want to start buying those graded coins, but in general, what grade is minimum worth to buy from collectors point of view, I want to avoid typical rookie mistakes and start proper collection from day one, that even in 20 years I would not regret, but of course I'm not looking to spend ton of money at this stage, but still ready to invest a little from time to time

I would be glad to hear good advice here
