Stuck bolts, replacing car suspension

I'm trying to replace the shocks and struts on a Toyota. I've got the car lifted, wheel off, full access to the bolts I need to remove... but they might as well be welded on.

I've hit them with PB Blaster about 10 times, waiting at least hour in between. I've also hit them with my impact driver (Ryobi PCL235), a butane torch for 30s, an 18" breaker bar, and a box wrench with a mallet. Two days of zero progress.

What am I doing wrong? Do I need a hotter torch? (The bolt never got red hot) A beefier impact driver? I'm willing to sink money into tools instead of someone else's labor, but I don't even know what to try next.

Edit: thanks for all the speedy replies! Looks like I'm off to do some shopping... hotter heat source, bigger impact wrench, steel pipe breaker bar extension, replacement fasteners, and... a crayon?

Edit 2: I got the bolts off! Upgraded to a 1/2 drive impact wrench with 1170 ft-lbs of torque. I'm going to pretend that all my previous efforts were still useful for softening up the job. Also, all the experienced tips here might still come in handy for the driver side...
