How am I supposed to kill mutated Lucas?

I got 91 handgun bullets

5 special bullets

78 shotgun shells

4 incendiary grenades

2 grenades

Knife

I have used everything and I still can't kill him. Do i just need more ammo or something? I can get to the last phase but then I run out during that phase.

I kinda started this playthrough hard. I don't got anything unlocked to use. Maybe I messed up from the start..
