Ineligible for NYCERS loan all of a sudden?

I logged into my account to apply for a loan, and all of a sudden it is saying I am ineligible for a loan and I need to put in a service request.

I checked my options as recently as yesterday, and it was saying I’m eligible. Nothing has changed, I’m still an active employee. My only thought is that it has something to do with payroll processing today, because as far as I know nothing else should have changed.

Returning to CS title within one year?

I’ve heard people say that if you resign from a permanent civil service title, you have a year to return to it with no penalty.

Is this true, and if so how does it work? If you leave a position and want to return 6 months later do you simply contact the agency you worked at? What if they have backfilled your position? If they have would they just send you somewhere else?

HOB filter recommendations?

I recently got a group of medaka for my 20 gallon. I have an aqueon HOB filter running, and I think the flow is too strong for the fish.

I have co2 injection running in the tank, so a sponge filter isn’t an ideal swap. Does anyone have a recommendation for a HOB filter with adjustable flow?

Telework extension announcement

Has anyone received internal communication from their agency about the telework extension? My understanding is that some union locals announced the agreement had been extended, but city hall hasn’t made an official announcement. My supervisor is saying business as usual until they get any directive saying otherwise (meaning we can continue to telework) but I find it odd that the extension expires this weekend and no one has said a word.

I’ve been following a MacroFactor Workouts generated program for about 2 months now. It’s a 4 day a week upper lower split, and in the generator I selected hypertrophy over strength.

Generally, I’m really pleased with it so far. I was doing a 6 day PPL previously, and feel like I was likely overtraining. I’ve lost more weight and put on more visible muscle in the last 2 months than I did in about 4 months of the PPL.

I am curious about the methodology behind RIR changing across weeks. It seems quite erratic. One week I’ll be hitting a bench press for 5-8 reps with 0 or 1 RIR. The next week, it will jump to 10-12 reps with 2-3 RIR. I’ve noticed these jumps across all exercises.

What is the benefit to this scientifically? I’m happy with the results so I’m not talking down on it, but I feel like most other lifting programs have you sticking to just a consistent rep range going to failure or near failure. I’ve just sort of been following what the app tells me to do blindly and would like to understand it more.

I am considering taking out a NYCERS loan to cover some grad school courses. On the website, it is telling me I’d pay about 16% of the principal in interest. This is only about 3% a year for the five year repayment term. This is way more competitive than the federal loans you can get for grad school, which have an annual interest rate of around 8%. Plus, the interest goes straight into your NYCERS balance and not to the lender. As far as I understand, as long as you pay off the loan within the five years, the loan has no impact on your years of service or final retirement benefit.

Am I missing any major drawbacks? It seems like a no-brainer but I want to make sure I’m not missing anything glaring.
