In the scene, you can see the sky of the Seireitei vibrating; you can see Isshin Kurosaki and Ryūken Ishida watching how the sky of the human world shakes; then, Ichigo and his group find themselves descending/ascending between dimensions, and it shows how their physical bodies stumble in mid-air due to the distortion of the environment, and that´s all. No stars, no solar systems, and not a single galaxy is seen shaking (and the universe has hundreds of billions of galaxies if we say that the Seireitei is a reflection of our world).
Yes, I already know that the Seireitei is a mirror universe to ours, that stars can be seen, and that there is a day-and-night cycle (Our planet Earth is also inside a universe with stars, constellations, and galaxies, but that doesn't mean the Earth is the universe, or that making it shake is remotely comparable to making a universe shake), but (once again) we don't see any of those stars vibrating, let alone a galaxy. If the anime wanted to communicate to us that Senjumaru can do that, why not at least show that the solar system is shaking? (The Earth's atmosphere is less heavy than the Moon btw).
Senjumaru explicitly says "Even the slightest use of our powers would cause the heaven and earth of the three worlds to tremble" using the term Sankai no Tenchi (which has multiple interpretations; in contemporary Japanese literature, the kanji Kai [界] often functions as a delimiter for a 'zone,' 'inhabited realm,' or 'ecosystem.' Furthermore, the official light novel Can't Fear Your Own World [CFYOW] explains that, originally, the world was a single landmass that the Soul King split into three habitable realms). She does not say she will shake the 3 worlds; she says she will shake the heaven and earth of the 3 worlds, which is also open to interpretation. In Bleach, 'Heaven' and 'Earth' have political owners and functions. The Soul Society (the spiritual heaven) and the Human World (the physical earth) must maintain a perfect balance of souls. If one side outweighs the other, the worlds collapse.
In general, there are many interpretations, but the main problem I see is that there is no evidence that Senjumaru has even shaken a solar system (which is a speck of dust compared to the entire universe). I am unaware if any novel chapter, internet forum, or interview with Tite Kubo ever stated, "Yes, Senjumaru shook the entire universe" If I am mistaken about something (since nobody is perfect), I would like to be let know.
