This can be similar to how Kenneth Branagh picked up an English accent when he was a kid due to being bullied and due to Fowlers history of being oppressed, it would make sense that he would also pick up an English accent to hide his Irish roots.
Episode 5 shows that he is anything but neglectful and his dialogue suggests that Charlie neglected him, not the other way around.
