Girl at the pool kept looking over and smiling at me, and I did nothing because of fear

I (20M) have never been in a relationship, which l'd like to believe is because of my past goals, which wouldn't have given me enough free time to engage in a relationship. Now that l'm in a position with some free time, l've sought out a relationship. I'm looking for honest advice, especially from people who have been in similar situations.

Recently at a pool, there was a girl who seemed pretty interested in talking to me. She kept looking over, smiled a few times when our eyes met, and I definitely noticed it. The problem is that I just froze and never made a move. I wasn't on my phone, and I wasn't distracted, I just kept thinking about whether I should go over and talk to her, and before I knew it the opportunity was gone and she left the pool.
Now I'm kicking myself because it feels like one of those situations where the signs were there, but I was too hesitant to act. I don't know if this has any meaning, but she was reading a book which I thought was extremely attractive, as l've known modern culture has made it so most women (people in general) l've seen a the pool are on their phones.

For people who are better at this than I am:
Were those actually signs of interest, or am I reading too much into it?
What would you have said in that situation?
How do you get over the fear of walking up and starting a conversation with someone you've never met?
What's the mindset I should have next time so I don't just stand there and regret it later?
Looking for genuine advice, not just "you should've talked to her.”

Dinner is Mediterranean inspired ground beef, chickpeas, avocado, rice, and cilantro/lime.
