Does this kitten need an ER immediately or should I wait so see what the medication does first?

Found by neighbors with Severe URI and eyes crusted shut.
Started ofloxacin 3x per day and doxycyline .2ml once per day on Thursday 7/30
I was given a litter of 5 kittens by a neighbor all with sever conjunctivitis and URI. I took them home and took one kitten in for an exam and snap tests and then began treatment for the whole litter. As this ones eyes begain to open with treatment it has become apparent that has a more serious issue in one eye.
He is eating and drinking normally, normal poops, very playful.
I can take him to the emergency vet if necessary but money is tight and I want to be able to afford to get them all spayed/neutered and vaccinated so they can all be adopted soon without having to surrender them to animal control.
