How is appointing an urban planner and former Secretary of the Ministry of Urban Development as the Chair of the TU Service Commission a results-oriented selection or an example of meritocracy?

Nepal Medical Council (NMC) and Nepal Medical Association ( NMA) have filed complaints with the Cyber Bureau of Nepal Police against former government secretary Bhim Prasad Upadhyaya, accusing him of defamation and spreading misleading information through social media.

He has well known history of cyber crimes like: character assassination, defamation, attacking religious faith, trying to disturb social harmony and spreading false information through social media.

He was charged by CIAA in 2024 over alleged irregularities in the Melamchi Drinking Water Project during his tenure as Water Supply Secretary and ex-officio chair of the Melamchi Development Board. The CIAA accused him of approving unlawful payments to contractors and sought to recover Rs. 4.11 crore from him. However, the Special Court acquitted him, finding insufficient evidence to establish his involvement. In December 2025, the CIAA appealed the acquittal to the Supreme Court of Nepal, arguing that the Special Court's decision was flawed and that Upadhyay and other acquitted officials should also be held liable. The appeal is currently pending, and the Supreme Court has not yet issued a final verdict.
