100 sqm lot for sale for 150k

I need advice from those who have knowledge about buying land.
Context:
There’s a land being offered here near us, in a village that's somewhat far from the actual city or town, but kind of close to the national road. It’s 150k for 100sqm. The soil is hard, it can be built on, it's just flat land. The problem is I spoke to a middle seller. And the actual owner is someone we know because they’re just from the same village. When I talked to the owner, they said they can’t offer it directly because they already have an agreement with the middle seller, it seems they sold the whole 6447sqm to them, but the owner hasn’t been paid a single peso yet, so they still hold the mother title, meaning there’s still an agreement or arrangement in place. Then this middle seller is trying to sell it further and I asked what if I avail of it, what's my role, and they said a deed of sale and a survey, and that I could occupy it, but they would be the one signing as the seller. But they’re not the registered owner because I spoke to the real owner who hasn’t been paid yet, so the title hasn’t actually transferred. (The middle seller doesn’t know I spoke to the owner). Then I researched on chatgpt because we really have no idea about the process of buying land. The middle seller said they visited DAR, NIA, that kind of thing, and when I asked if DAR approved it, they got a bit snappy because they said the papers are still on process, that there are still too many things to sort out. It’s CLOA land, awarded by the government. chatgpt said maybe later it won’t be approved by DAR, which means it won't get an individual title, so what about my 150k? The middle seller also wants me to pay the 150k, then I’ll add 20k for the surveyor, I’ll get a deed of sale and I can occupy it. It’s just that simple. But I’m scared because what if the owner and the middle seller don’t agree since the owner hasn’t been paid? What about my 150k then? The middle seller also mentioned that there's a payment issue involving 250k that happened between them and the owner; I’m not sure what that’s for, it seems like a statement for them to authorize the middle seller to sell, but according to the owner, they haven’t received payment for it.
Is this a red flag? Or is it okay to just wait for their papers to transfer, the title from the owner to the middle seller, then only after that could it be subdivided, and then I could get an individual title? It seems really long and complicated, doesn’t it?.
