Valve cover powder coat gone wrong?

I got this valve cover powder coated for my Miata. Looks like there’s powder coating in the oil cap threads, the mating surfaces, and other misc. holes. Should I ask for my money back? Or is this just part of the process. How should I go about fixing some of these problems? (I attached a picture of the valve cover before paint for reference)

The guy that sold me my NB had these from flyin Miata. I just installed them. What’s the point of them??

Edit: thanks for the help guys. Thanks previous owner for getting these too. Can’t believe I waited almost a whole year to install them
