I got the data for this map from the House of Commons website. When you click on each MP's profile there's a section that says "preferred language", which lists either English, French, or both (in either order). Whether these MPs are actually bilingual in practice is another story.

The second map is an extrapolation of the first. The red areas are ridings in Quebec whose MP is English-dominant (either only speaking English, or speaking both English and French but preferring English). They consist of five ridings on the Island of Montreal, one riding just off the island but in Greater Montreal (Vaudreuil), and one riding in the far North. The blue areas are ridings outside of Quebec whose MP is French-dominant. They consist of three ridings in New Brunswick, two ridings in Ottawa, one riding in the part of the southeastern Ontario between Ottawa and Montreal, one riding in northern Ontario, and Saint Boniface in Winnipeg. Again, this is all self-declared.

During his leadership campaign, Avi Lewis repeatedly signaled that electoral reform would be his top priority. During one interview he stated:
