Summary:

EU members, plus other European countries such as Britain, are now responsible for almost all aid flowing to Ukraine.

Intensifying discussions over diplomacy and accession to the EU also show that Europe is taking responsibility for the war on its eastern flank.

But serious negotiations with Vladimir Putin still appear to be a long way off.
