And yes this is base Harald, let's do simple math:
25 yo Rocks mid diffed an admiral which is something only high yonko lvl can do so 25 yo Rocks is at least yonko lvl and base Harald is equal to him
So 25 rocks is yonko lvl and 43 Rocks is by default 1 tier higher at the very least and remember Oda protraied him and Harald as equals
