What exactly is meant by "Mileven Propoganda"?

I dont see this on Reddit but on other sites, Bylers often post this slogan on official Stranger Things posts on Twitter, Instagram etc when they show Mike/El. I also saw some accuse Noah Snapp of falling for Mileven propoganda after he disowned Byler at a con last week. I have also seen Milevens on Instagram start to take over the phrase and now post "Yay Mileven Propoganda ❤️" to counter the Byler posts saying this.

So what exactly is meant by this? By definition, how is this propoganda?
